Understanding the law

What is Zone Zero?

California AB 3074 is active law, banning combustible materials — including wood, vinyl, and composite fencing — within 5 feet of any home in a Very High Fire Hazard Severity Zone. You have until 2029, but your insurance company doesn't have to wait. Insurers are already non-renewing policies with as little as 30 days notice.

2026
The law is active. Zone Zero takes effect. New construction must comply immediately — and insurers can require existing homeowners to comply now as a condition of coverage.
2027+
The rush begins. Hundreds of thousands of California homes need compliant fencing. Contractors book out. Material costs rise.
2029
Hard deadline. All existing homes must comply. Fines, failed home sales, and insurance denial for non-compliance.
